Tomato Lentil Chili

1 medium onion chopped
1 large green pepper, chopped
3 cloves garlic minced
1 cup of dry lentils
1/2 cup quick cooking bulgar
fresh pepper to taste
28oz. vegetable broth
2 tbs. water plus 2 cups
1 14oz. can of tomatoes
2 tbs. chili power
1 tbs. cumin
1 tbs. salt

Heat 2 tbs.water in Dutch Oven. Add onion, peppers and garlic. Cook for 7 minutes. Add the remaining ingredients. Bring to a boil and simmer for 60 minutes. Chili will get good and thick. Add more water if necessary and stir often to keep it from sticking.
